  基于制度过程视角的制度有效性影响因素 研究 唐秋明1，邢宝君2** 5 10 （1. 辽宁工程技术大学工商管理学院，辽宁 葫芦岛 125105； 2. 辽宁工程技术大学校党委，辽宁 阜新 123000） 摘要：制度是人类管理自己的重要工具，而有效性问题已经成为制度研究者及实践者关注的 中心。通过文献研究方法，回顾制度有效性相关概念，从制度过程视角构建了制度有效性影 响因素及其关系模型，得出从制度的制定—执行—完善三环节研究，有利于全面理解制度有 效性的影响因素，利于构建制度有效性评估体系；深入分析权利的对称性、制度相关人的参 与程度和沟通交流机制对制度有效性的影响，认为权利对称性越高、参与程度越高和沟通交 流机制有效有助于提高制度有效性。本文研究为制度有效性研究提供了一种新的视角。 关键词：制度有效性；制度过程；影响因素 中图分类号：C93 15 Impact factors research of institution based on the process of institution TANG Qiuming1, XING Baojun2 (1. By reviewing the academic achievements and institutional effectiveness concept, we built a model about the effectiveness of influencing factors and their relationship from the process of institution which including development, implementation and improvement, derived from the formulation of the system - executive - perfect three-link that we can have a comprehensive understanding of institutional effectiveness, and it can contribute to build a effectiveness evaluation system. Analysis the right symmetry system, related people’s participation and communication mechanism for system effectiveness that the higher rights symmetry, the higher level of participation and communication mechanisms effective help to improve institutional effectiveness. This study provides a new perspective for researching the effectiveness of institution.
