加强我国足球俱乐部建设的几点思考 摘 要 自1994年中国足球实行职业化改革以来，全国各地成立了职业足球俱乐部。 中国足球运动近 13 年的改革与发展，取得了宝贵的经验，初步形成了有中国特 色的发展理论， 由于我国长期实施的计划经济发展模式，在国家经济体制向市 场经济体制过渡的过程中，体育行政部门的职能转变迫在眉睫。如何使足球运动 的发展适应市场经济变革的要求，首先要在思想上形成一个开放的理念，将自己 过去封闭式的管理模式转变为开放式的管理模式. 虽然我们已经实行了近 10 年 的职业化改革，中国足球的整体水平却在不断下降。国内一些足球俱乐部的经营 却日趋维艰。本人欲根据这一状况，分析其中原因，并探求其发展方向。 本人认为俱乐部的管理人员从来都是只重视比赛成绩和积分排名，对俱乐部 的认识停留在“把足球踢好”的层面， 没能将俱乐部视同真正意义上的公司。 本文还对中超联赛运营管理机制上存在的“政府失灵”现象进行了研究，并在吸 取足球发达国家联赛管理经验的基础上，结合我们的实际提出了建立真正的俱乐 部改革的理论。 关键词：足球俱乐部 计划经济 市场经济 政府失灵 I 加强我国足球俱乐部建设的几点思考 Abstract From 1994, Chinese football practiced profession reform, all parts of china set up the professional football club. Through the past thirty years’reform and development, Chinese football has obtained valuable experience and formed primarily a developing theory possessing the Chinese characteristics. Due to the developing model of the plan economy carried out for long, the sports functional departments are on the point of transition in the course of the national economic system changing to the market economy. In order to have the development of football adapt to the requirements of the changes of the market economy, we should, above all, have an open ideology, turning the past closed managing model into an open one. Although we have carried out the profession reform about 10 years, overall level of Chinese football is declining constantly. The management of some football clubs in China went from bad to worse day by day. Above all, analysis of the reason and probe into it. In my point of view, The management stuffs think that the Football Club only need to play football well, they pay most of their attention to the scores
