摘 要 在企业管理方式的选择中，全面预算管理以其在企业管理中的独特作用，越来越受到企业经营管理者的重视。随着我国市场经济改革的不断深入，企业产权结构发生了变化，企业投资者不仅关注企业当前的经营成果，而且更为关注企业未来的发展和盈利能力。在这种情况下，为了适应企业投资者的需要，大力推行全面预算管理成为企业投资者和管理者在产权制度变革、市场经济深入发展的新形势下的必然选择。 本文对全面预算管理的基本理论进行了简要介绍，在阐述全面预算管理的概念、核心思想及其在企业管理中的必要性的基础上，系统介绍了浙江横店集团的全面预算管理制度，进而分析横店集团在全面预算管理中存在的不足，并提出完善浙江横店集团全面预算管理的合理对策，以期能够为我省大中型企业推行全面预算管理制度提供些许有价值的参考。 关键词：浙江；横店集团；全面预算管理；对策 Abstract In selection of enterprise management mode, comprehensive budget management with its unique role in business management increasingly gets enterprise managers attention. Along with our country market economy reform and changes of enterprise property right structure, the enterprise investors not only concerned about the operating results of one enterprise, but more attention to the enterprise’s future growth and profitability. In this case, in order to adapt to the need of the enterprise investors, it becomes an inevitable choice for investors and managers that managers of enterprise vigorously pursue comprehensive budget management under the new situation that Management on Property Right System reform and the in-depth development of the market economy. In this paper, the basic theory of overall budget management is briefly introduced; It simple expounded the concept of comprehensive budget management and the cord idea in enterprise management and its necessity in enterprise management. On the basis, the paper introduces the comprehensive budget management system for Zhejiang Hengdian Group system. And then it analyzed Hengdian Group in comprehensive budget management of the insufficiency, and proposed reasonable measures. It will provide valuable references for large and medium sized enterprises in our province in the process of implementing comprehensive budget management.
