我国网络舆论监管与引导 中文摘要 伴随网络媒体的蓬勃发展，网络舆论迅速出现。网络舆论对社会的影响已 经无法回避。网络舆论的社会控制问题成为学界、政界共同关注的新问题。 网络的隐蔽性、互动性等特点，造成网络舆论形成和发展的复杂。一方面， 网络舆论给公众提供了畅所欲言的场所，促进了我国民主化进程的发展。另一 方面，开放的网络空间滋生了负面、虚假的舆论，影响人们的生活、政府的决 策，甚至社会的稳定。有效监管网络舆论，积极引导网络舆论，使之向着健康 的方向发展，就是本文尝试解决的问题。 本文采用了由一般到特殊，由外围到内核、由现状到解决途径的方式，对 网络舆论的监管和引导问题进行探讨。文章从网络舆论的特点入手，结合网络 舆论对突发事件的影响，和我国现有网络舆论监管引导管理体系存在的问题， 试图找到网络舆论监管引导的有效途径。 关键词：网络舆论；监管；引导；突发事件；对策 1 我国网络舆论监管与引导 Abstaract With the flourishing development of Internet media,the Internet opinion arising rapidly. the Public opinion on Internet has had much effect on society, which is unable to avoid. So the question about social management on the Internet publuic opinion begin arouse the attention of scholar and politician. Because of such characters as interaction, concealment, and personality, the development of the public opinion on internet appears intricate. On one hand, the Internet propagation makes the public obtain broader opinion space than ever and more freedom for public opinion and promote the process of social nationalization; On the other hand, it also bring the new questions such as emotional public opinion and negative opinion, and so on while these opition affect the social lives, the government decision and even the social stabilization.This paper try to find a solution to how effectively supervise and actively induct the public network opinion to develop in the helthy direction.
