Especially for a country like China agricultural population accounts for the vast majority of agricultural country, agricultural development is very important. ((in the WTO agriculture agreement, within the framework of subsidies for agricultural policy adjusted, but there are still many problems need to be solved. ((how the WTO agriculture agreement within the scope of the specification and to strengthen the agricultural subsidy policy of our government has a strong reality significance now. Key words: agricultural subsidies; Green box policy; Yellow box policy; Countermeasures and Suggestions 1．The connotation of agricultural subsidies and policy 1.1 The connotation of agricultural subsidies. Agricultural subsidies refers to agricultural production, circulation and trade of transfer payment. Under the framework of multilateral agreements in WTO agriculture, agricultural subsidies has two meanings: one is general subsidies, all investment in agricultural sector or the government support, and much more like investing in science and technology, water conservancy, environmental protection, etc, because will not happen on output structure and agricultural products market directly the distorting effect of significantly, thus agricultural agreement green box policy are allowed. Another is special subsidies, such as prices of grain and other agricultural products, or other forms of export subsidies, such subsidies is also known as protective subsidies, usually the production structure and agricultural market directly obvious distorting effects, known as yellow box policy subsidies.
