信息交流无障碍发展趋势 工业和信息化部电信研究院 张薇 Development Trend and Features of Information Accessibility in China Ms. Zhang Wei, China Academy of TeleCommunication Research , Ministry of Industry and Information Technology 【摘 要】本文从政策法规、技术标准以及应用等方面对中国信息无障碍的发展和趋势 进行了介绍，并对中国信息无障碍的特点进行了总结。中国政府在信息无障碍建设中起到了 举足轻重的作用：通过宣传更新了社会理念；通过政策制定推动了发展。而中国信息无障碍 技术标准从需求入手，比较全面地从环境、服务、产品等方面进行了规范，对信息无障碍的 技术应用起到了指导作用。中国幅员辽阔，人口众多，各地发展不均衡，因此信息无障碍一 定是根据各地具体情况逐步推进。同时应建立激励政策，鼓励企业根据需求研发产品；沟通 渠道，使得信息无障碍产品能够让需要的人尽快使用。 【关键词】信息无障碍 发展趋势 【Abstract 】This article introduced information accessibility and development trend in China from the policies and regulations, technical standards as well as the application, And summarized the characteristics of information accessibility in China. The Chinese government play a decisive role in the information accessibility construction: to propagate through the updated social philosophy; to promote development through the policy. Accessibility of information technology and standards starting from requirements, specified more comprehensive ground from the environment, services, products and other aspects, and has played a guiding role. China has a vast territory, large population, around development is not balanced, therefore the accessibility of information must be developed according to local situation step by step. At the same time , should establish incentive policy, encourage enterprises R D according to the demand; and communicate channels, make people in need can use information accessibility products as soon as possible. 【Keywords 】information accessibility development trend 【发展趋势】 中国政府很早就已经开始关注信息无障碍的发展和应用，例如，1991 年中国实施的《残 疾人保障法》中对信息无障碍建设的有关内容进行了规定，如第三十八条第二款规定“国家 和社会组织扶持盲文读物、盲人有声读物、聋人读物、弱智人读物的编写和出版，开办电视 手语节目，在部分影视作品中增加字幕、解说”等。近年来，更是通过专题论坛
