城市总体规划阶段信息化专项规划研究论文论文.doc

摘　　　　要　  信息化专项规划  是近年来信息技术快速发展过程中出现的一个新生事物,它  是基于数字城市的快速发展而提出的  但对于城市总体规划阶段信息化专项规划的  相关问题还没有在城市规划业界展开具体的研究  本论文试图从我国现行总体规划  编制与实施的有关视角出发  全面考察信息化对城市发展的宏观影响  并旨在对城  市总体规划阶段的信息化专项规划奠定一定的研究基础  论文首先从信息化的时代背景出发  概述了信息化问题对于城市发展的重要影  响及其重大意义  同时对当前我国现行城市总体规划编制体系的有关问题进行了反  思  进而指出补充完善城市总体规划阶段信息化专项规划的必要性及其重要价值  继而  基于提出的城市总体规划信息化专项规划  文章给出了城市总体规划阶  段信息化专项规划研究的具体内容及其构成体系的框架构想  指出信息化专项规划  应分别从政策制定  产业发展和工程措施三方面进行研究  然后  论文分别从信息产业发展规划 信息化发展政策  信息化专项规划的工  程措施的编制内容  原则  规划重点等具体内容作了深入地探究 并提出了与城市  总体规划内容相一致的研究层次与重点  最后  论文重点讨论了城市总体规划阶段的信息化专项规划编制原则 资料收  集和主要成果表达  规划实施原则以及动态反馈机制等相关内容  研究认为  在总体规划阶段加强城市信息化专项规划的编制与研究工作  能够  加快城市整体协调发展 促使城市化和信息化发展良性互动 论发展和城市规划编制体系的不断完善有着重要的现实意义  同时对于城市规划理  关键词  信息化  城市总体规划  信息化专项规划  规划编制  I Abstract “Informatizational Infrastructure Planning” is a neonatal thing in the fast development of information technology recently. Informatizational Infrastructure Planning at the level of master planning is proposed based on the fast development of digital city, but the related issues have not been studied concretely in the research realm of urban planning yet. From the viewpoint of the establishment and implementation of master planning in China , the thesis tries to completely investigate the macroscopical influence of the informatization in urban development. The aim is to establish the foundation for the study of Informatizational Infrastructure Planning at the level of master planning. First, the thesis summarizes the important influence and meaning that informalization issues have on urban development in information age. At the mean time, it discusses the problems of the establishment system, and then proposes the necessity and important value of Informatizational Infrastructure Planning at the level of master planning.
