华北电力大学硕士学位论文  摘  要  近年来，我国采取了扩大内需以保持国民经济稳定增长的经济政策，增大 了对高速公路建设工程的投资。但是高速公路建设工程具有建设规模大、投资 量大、建设周期长、技术复杂、参与单位多、风险大、组织实施困难等特点。 并且，随着公路项目规模的日趋扩大及技术工艺复杂性的日益提高，专业化分 工愈加精细，投资者对公路建设项目在质量、工期、投资效益等方面的要求也 越来越高。因此，高速公路建设项目的可行性分析和经济评价已成为决定项目 生命力的关键。 本文主要研究高速公路项目的经济预评价问题，首先结合国内外的相关理论， 阐述了工程项目可行性分析和经济评价的的基本理论知识。然后依据相关理论对高 速公路项目的可行性进行论述，通过系统分析研究，提出项目可行性分析的思路， 并在可行性分析的基础上对其进行经济预评价。本文主要针对CJ 高速公路项目建 设的可行性问题，从战略规划、产业政策及行业准入、交通量调查及分析预测、线 路及土地利用方案、征地拆迁和移民安置方案、项目整体风险、项目社会影响等多 方面进行技术上可行性分析；根据上述分析，从经济费用效益分析方面，进行了项 目的经济评价研究。通过对具体项目的可行性分析与经济评价研究，从多方面运用 了大量的数据来论证项目可行性和经济评价问题，对高速公路项目实际建设具有重 要的参考价值，是实际建设设计的重要工具，这也是本文的意义所在。 关键字：高速公路；工程项目；可行性分析；经济预评价　 　 I 华北电力大学硕士学位论文 Abstract In recent years, our country has adopted the expanded domestic demand maintains the national economy stable growth the economic policy, has increased to the highway construction project investment. But the highway construction project has the construction scale to be big, the amount of investment is big, the construction cycle is long, the technology is complex, the participation unit are many, the risk is big, the organization implements characteristics. And, along with the road project scales expansion and the technical craft complex enhancement, the investor to the highway construction project in aspect and so on quality, investment benefit requests is also getting higher and higher. Therefore, the highway items of basic constructions feasibility analysis and the economic evaluation have become the decision project vitality the key. This paper studies the economic pre-evaluation of highway project , first of all though combined with the domestic and foreign correlation theories, which elaborated the basis theory knowledge of the engineering project feasibility analysis and economic evaluation elementary.
