After the questionnaire investigation and interview, we got some conclusions. First, nearly 65% of the disabled preferred the service model of home care, with slightly less than 20% selected other two service modes. Second, the disabled who chose the service model of home care orderly need domestic servant, medical rehabilitation, support for the caregivers, and personal care service. The disabled who chose the service mode of community care orderly need rehabilitation training, temporarily care, cultural entertainment, and visiting. Those who preferred agency service enjoyed the agencies in shorter distance, lower cost and managed or supervised by the government. In the end, we suggested a “311” service structure mode, realizing systemization, normalization, specialization and converging of service.
