摘要(Chinese abstract) 2008年，发展与教育创新研究所（IDIE）、信息通信技术（ICT）专家团 体、伊比利亚美洲国家组织（OEI）以及其他组织与各国教育部政府代表共同举行 了联合会议。此次联合会议的目的在于评价ICT 对教育的影响，并鼓励各与会国制 定政策，将ICT 应用于教育中。巴拿马共和国参加了此次联合会，并着手制定政策， 将ICT 应用于本国教学。该联合会是该国政府做出此项决议的主要外部因素之一。 此外，在新世纪，ICT 已成为我们日常生活的一部分，因而此项决议也是不可避免 的。 在这一背景下，我们认为ICT 可能对巴拿马产生很好的作用，特别是对其教育 最薄弱的区域：土著领域。这些土著群体的教育指标为全国最糟，而其背后的原 因在于该地区所使用的教学语言是官方语言而非当地语言。为验证ICT 对改善这些 区域教学情况的效果，本文将分析一些ICT 用于提高教育质量的案例，在所有案例 中教学语言均为当地语言。 关键词：信息通信技术（ICT）；跨文化双语教学；土著群体 IV Abstract In the year 2008 the Institute of Development and Educative Innovation (IDIE), a group specialized in ICT technologies, the Organization of Iberoamerican States (OEI) and other organizations, reunited with different government representatives of their respective ministries of education. The objective of this reunion was to search for ways to evaluate the effects of the ICT’s in education but also to encourage the participant countries into developing policies that include the use of ICT in education. The Republic of Panama participated in this reunion and started to work on developing policies to apply the ICT’s into education. This was one of the principal external influences that make the government take that decision, but also, it was seen as unavoidable, since the technologies are forming part of our daily life in this new century. Within this context, we claim that the ICT may be of good use for Panama, and especially for the most disadvantaged educational regions: the indigenous territories. These groups have the worst educational indicators of the country, and the reason behind this may lay in the use of the language for teaching, which is not the local language, but the official one.
