Abstract: n recent years, w it h t he development of Chinas econom y and t he rising of urbanizat ion
lev el t he publ ic housing condit ions has been greatly improved. But it enco unt ered diff icult ies such as
sust ained high prices . T his art icle analy zes t he causes of sustained hig h prices of Chinas property m ar-
ket , and put for w ard some co nstruct iv e suggestions, such as est ablishing housing developm ent t arget;
perf ect ing t he pro perty co ntro l po licies based on fiscal t axat ion, currency and ot her f inancial instru-
m ent s; im plementing t he individual self-help housing and co operat ive ho using syst em and prot ect ing
the civil rig ht s and so on.
