At present, the current level of attention to the planning is not enough, which lead to underground space facing the situation of marginalized in the system of urban planning. Combining with the practice cases of the underground space planning of the central Bengbu city and Yancheng City, this paper proposed the planning principles with economic moderate, three-dimensional public, local culture, on the basis of studying the current situation of development and objective needs, proposed systematic measures from the macro layout to the microcosmic design in oder to provide reference for planning and development of underground space in these large and medium cit
