政府及社會機構在中小學生課餘生活中的作為：現狀與發展空間 劉培英 肖秀平 熊少嚴 廣州市教育科學研究所 背景：為掌握廣州市中小學生的課餘生活情況，切實改善孩子們的課餘生活品質，廣州市教育科學研究所成立了“中小學生課餘生活研究課題組”，就該市中小學生課餘生活的現狀及存在問題進行了系列的調研,本報告是該調研系列中的一部分，旨在瞭解政府和社會機構對中小學生課餘生活的支持力度、現狀及發展空間。 討論焦點：以前期調查為基礎，我們組織了多場座談會，討論的焦點在於廣州市政府及社會機構在中小學生課餘生活中的所承擔的角色、存在的問題。 另外我們還盡可能多地收集對政府及社會機構的功能拓展具有操作性的建議。 論點：在影響中小學生課餘生活質量的諸多因素中，作者認為政府和社會機構的職能和角色至關重要，目前廣州市中小學生課餘生活中的十個問題亟須關注，諸如“中小學生可以自由支配的課餘時間相當匱乏”；“課餘活動場所不足”；“現有活動場所的資源配置存在著結構性失調”；“校外教育機構功能單一”等等. 總結：針對現存問題的解決方略，我們提出了六個建議，包括“形成支持性的觀念”、“淨化社會環境”、“挖掘社區資源”、“協調校外活動場所”、“改善活動模式”等。 關鍵詞：課餘生活、現狀、發展空間 The Role of Government and Social Organizations in extra-curricular Life of the Primary and Middle School Students: Current situation and Developing Spaces Background: To have a good grasp of the primary and middle school students’ extra-curricular life and improve the quality of their leisure time, Guangzhou Institute of Education Science set up a study team on extra-curricular life of the primary and middle school students. Investigating the present situation and problems about the primary and middle school students’ extra-curricular life in Guangzhou and several other cities is the team’s duty. Our study report is one of the series findings reports. Its aim lies in comprehending the current situation and developing spaces of government and social organizations in extra-curricular life of the primary and middle school students. Focus of discussion: Based on the former investigation, we organized several forums.
