村养老保险、机关事业养老保险之间流动时，身份置换不兼容，三种保 险需要从制度设计上整合，实行“三元聚合”。 这些问题有我国城镇企 业养老保险制度的共性问题，也有扬州市的个性问题。 本文从社会保障的基础理论分析着手，认真剖析了扬州市城镇企业 职工养老保险制度发展的共性和个性问题，结合我国和扬州市城镇企业 职工养老保险的实际，提出了相应的对策研究。希望对我国和扬州市城 镇企业职工养老保险的可持续发展有所借鉴。 关键词：城镇企业，养老保险，问题，对策 THE STUDY ON THE PROBLEMS AND COUNTERMEASURES OF THE DEVELOPMENT OF ENDOWMENT INSURANCE FOR EMPLOYEES IN URBAN ENTERPRISES OF YANGZHOU CITY ABSTRACT The system of endowment insurance for employees in urban enterprises is the earliest experimental unit of reform in China, as well as one of the most widespread social insurance systems in execution. It plays an important part as “safety net” and “shock absorber” in maintaining social stability, alleviating the pressure of enterprises, and guaranteeing the basic living of retirees. Endowment insurance of enterprises in Yangzhou, the achievements and problems of which are the embodiment of China’s system of endowment insurance for employees in urban enterprises, is carried into execution against the framework of endowment insurance system in China. Taking Yangzhou as example, this paper aims to analyze the problems of the development of the system of endowment insurance for employees in urban enterprises and put forward corresponding countermeasures.
