对中国高铁安全管理的探讨.docVIP

PAGE PAGE 1 【摘要】我国高铁经过近几年的飞速发展，取得了举世瞩目的成就。中国高铁俨然已经成为一个品牌，甚至是一张国家的名片，在国际上产生了深远影响。但是中国高铁在发展的过程中也面临诸多困境。本文运用文献分析和实际调查等方法，首先，对高铁的概念、起源、发展历程以及高铁的发展现状进行阐述。然后，在分析高铁发展现状的基础上，总结出我国高铁面临着运行存在安全隐患，产生民众信任危机及管理体制不健全等三大困境。最后，提出三个相应解除困境的对策，即构建从生产到运行的安全监督机制、增强民众对高铁的信任感及推行高铁管理体制改革。本文旨在寻求高铁更好更快发展，使中国成为高铁飞速发展的国家。 【关键词】困境； 安全机制； 改革体制 【 Abstract 】Chinas high-speed rail after the rapid development in recent years, gained the success that attract worldwide attention. Chinas high-speed rail has become a brand, or even a countrys business card, in the international produced far-reaching effect. But Chinas high-speed rail in the process of development also faces a lot of difficulties. This paper uses literature analysis and actual investigation, first of all, the high-speed rail concept, origin, development and current situation of the development of high-speed rail. Then, in the analysis of high-speed rail development present situation in the foundation, summed up Chinas high-speed rail facing operation hidden safety problems, generate public trust crisis and the imperfect management system and other three major difficulties. Finally, put forward the corresponding countermeasures to relieve the three dilemmas, namely constructing from production to operation safety supervision mechanism, enhance people to high-speed rail trust and promote reform of the management system of high-speed rail.
