摘 要 天津 市位 于环 渤 海 中心地 带 ，其 自然 条件 优 越 ，资源优 势 突 出 ，海 洋 产 业 基 础雄 厚 。近几年 ，天津 市海 洋 资源 开发力度 不 断加大 ，海洋科 学技 术水平 不 断进 步 ，海洋产业不断升级 ，并呈现专业化集聚态势 ，海洋经济和海洋事业 已成为城 市总体发 展 战略 的重要组 成部分 ，并在全 市经济 社会发展 中具有 非常重 要 的地 位 。尤其 是 推进天津滨海新 区开 发开放 被纳入 国家战略 ，使天津 己成为 中 国经 济 的第三增长 极 。 产业 集 聚作 为一 种 重 要 的区域 产 业 组织 形 式 ，在 各 国经济 发 展 中起 着 越 来越 重要 的作用 ，已成 为经济发展 的主 流 。本文 以天津海洋产业集 聚为 出发 点 ，运用 产业经济学 、计量经济学等学科 的研 究方法 ，在产业调整 、投 资 、创新等方面 ， 对 天津 市海洋产业集 聚促进地 区经济发展 的机 制做 了一次有益 的探 索和研 究 。并 在此基础上 ，对天津 市在 十二五 期 间 ，继续转变海洋 经济 发展方 式 ，提 升海 洋经 济 竞争力 ，提 高海 洋 自主创新 能力 ，增 强海 洋 可持续 发展 能力 ，推动海 洋事 业 全 面和谐 发展 ，促 进 经济 社会 发展 和滨 海 新 区开 发开放 ，建 设海 洋 强市提 出 了 建 议 。 关键 词 ：海洋产业集 聚 ；区域经济增长 ；机制 A b stra c t T ianjin is located in the center o f the area around B oha i Sea, w h ich is outstand ing o n fevorab le natural cond itio ns and resources advantages, and the base o f m arine ind ustry is ab undant too .
