College of Econom ic M anagem ent, Beijing Jiaotong Un iversity, Beijing 100044, Ch ina) Abstract: In terms of enterprise, government, and environmen,t factors that have effect on the green logis- tics development and relationsh ip among them are analyzed by using decision making trial and evaluation laboratory m ethod. The effect is quantitativelymeasured by so called comprehensive degree, causal degree, and central degree. It finds tha,t among the factors, governm ent support, utilization of green energy, green logistics standard are the key ones. It also show s that the government plays a core role in constrain ing and advocating green logistics development in the in itial stage.
