基于外部性理论湘西州旅游业可持续发展研究-毕业论文.doc

摘  要  从世界范围来看，旅游业己成为世界上最大的产业之一，其增长速度远远超 过世界经济发展速度，也超出其它单项产业的发展速度。中国是世界上旅游业发 展最快的国家之一，发展速度远远高于世界平均速度。 旅游业的发展可以创造更多工作岗位，吸引更多投资，为当地居民带来更多 的经济利益，同时还可以促进地区之间的文化交流。但随着旅游业的不断发展， 旅游经济的负外部性日益明显，资源过度开发，环境严重污染，生态严重破坏等 等。这类外部性的大量存在越来越成为旅游业可持续发展的严重障碍。 本文以旅游业发展中的外部性作为研究视角，以湘西自治州旅游业作为具体 研究对象，着眼于区域这一空间范围，研究旅游业可持续发展问题，探寻旅游业 实现可持续发展的有效途径，对于旅游业可持续发展理论和旅游业的现实发展都 具有十分重要的意义。 文章首先对外部性理论的发展演进和旅游业发展中的外部性进行了分析，探 讨了旅游业正外部性的作用和负外部性的内涵，并根据实施主体的不同，将旅游 的外部不经济分为旅游生产的外部不经济和旅游消费的外部不经济，从而奠定一 个概念性分析框架。接着从旅游生产的外部性和旅游消费的外部性两个视角分析 了外部性对旅游业可持续发展的影响。然后，联系湘西州旅游业发展的现状，总 结了湘西州旅游业外部性的主要表现：旅游商品开发力度不够，旅游资源开发欠 科学；旅游资源破坏严重，旅游环境恶化；过度竞争，缺乏合作；追求短期利益， 忽视长远发展。分析了湘西州旅游外部性产生的三个深层原因：产权界定不清、 制度约束乏力、资源和环境保护意识淡薄。最后，结合湘西州旅游业发展的目标 和重点，从五个方面提出了实现湘西旅游业可持续发展的对策：建立旅游资源可 持续利用的产权制度；加强生态旅游环境和民族文化旅游资源的保护与开发；强 化制度建设，促进外部成本内在化；构建区域旅游合作机制；加强可持续发展意 识的引导和教育。 关键词：外部性；湘西州；旅游业；可持续发展 I ABSTRACT In the world scope, tourism has become one of the largest industries in the world, the step of tourism increase is much faster than the speed of the development of world economy, and it is also faster than the speed of development of other single industry. China is one of the countries that have the fastest speed of tourism in the world, and the speed of the development of tourism is much higher than the world average. The development of tourism can create more jobs and attract more investment and bring more economic benefits for the local people, it can also promote cultural exchanges between the regions. However, with the continuous development of the tourism, the negative externality of the tourism economy has become increasingly obvious, the over-exploitation of resources and serious environment pollution, ecological serious damage, and so on. Such externality is increasingly becoming a serious obstacle of sustainable development of tourism.
