论我国高等职业教育法律制度完善-毕业论文.doc

摘  要 高等职业教育为高等教育大众化的发展做出了重要贡献。职业教育法治化是 对职业教育实行有效管理的重要手段,也是促进职业教育发展的有力保障。高等 职业教育的法律法规,像一根指挥棒,对高等职业教育的发展起着指导性作用。 高等职业教育的发展深深受益于高等职业教育方面法律法规之规范作用。 概括地说,我国高等职业教育法制建设的发展经历了初始、发展到完善三个 阶段。即初始阶段:20 世纪 80 年代到 1998 年 8 月《中华人民共和国高等教育法》 颁布实施;发展阶段: 1998 年 8 月《中华人民共和国高等教育法》颁布到 2000 年 1 月《教育部关于加强高职高专教育人才培养工作的意见》颁布实施;成熟阶 段:2000 年 3 月《高等职业学校设置标准(暂行)》颁布实施。 本论文分四部分。引言作为第一部分对论文的选题依据,研究目的意义、方 法和重点难点等进行了说明;第二部分对高等职业教育法制的内涵进行理论探讨; 第三部分则对我国高等职业教育法制存在的问题进行初步的探讨;第四部分是本 论文的重点。该部分在上述两个部分的基础上,首先对域外高等职业教育法制建 设经验进行了梳理,并从中总结出高等职业教育法制建设的规律,认为这些规律 对建构和完善我国高等职业教育法制具有较强的借鉴作用;其次,针对我国高等 职业教育存在的问题,提出完善我国高等职业教育法制的基本思路与具体操作途 径。 关键词:高等职业教育; 法律制度; 完善 I ABSTRACT Vocational education, especially higher vocational education which contributes itself to the popularization of higher education, plays an essential role in the development of the science and technology. Institutionalizing of vocational education is an important way for efficient management, ensuring the development of the vocational education. The higher vocational education law, which deeply benefits the higher vocational education, makes a directive role for its development. The higher vocational education legal system of China comes through three phases:Preliminary stage: from 1980’s to August, 1998 when “Higher Educational Law of Peoples Republic of China” was promulgated. Developing stage: from August, 1998 to January, 2000 with the promulgation of “The Opinion of the Ministry of Education on Strengthening Educating Talented Persons in Higher Vocational Colleges” Mature-tending stage: From March, 2000, when “the Higher Vocational College Establishment Standard (Temporary)” was promulgated, until present. There are four parts in this paper. The introduction is the first part, in which the author explains the bases, purposes, meaning, methods, emphases and difficulties of the study.
