Abstract In recent years, there are lots of accidents broken in constructing, which become handicap factors during building “well-off”, harmonious society. It is necessary to establish a set of safety supervision systems construction in order to enhance constructing safety management and establish a more perfect supervision system. Our construction supervision systems have no other than three control contents on “quality, investment, or schedule ”, and the theoretic research of safety supervision lagged behind practical demands. The queries whether owners should entrust construction supervision enterprises to carry out safety supervision in construction or not still exist, though “ordinance of construction safety management” has implemented. The practice of constructing safety supervision also has many confined factors. That how to perfect the current safety supervision system is a problem must be solved. Based on these problems, the research of the article begins with the necessary on establish the safety supervision system in construction. By comparing three safety supervision modes, this paper affirms the rationality and advantage of owners commit safety supervision mode, and then analyzes the position of construction supervision enterprises and their right or duty in construction safety management from perspective of necessary. Then analyze status of safety supervision and its legal restriction, market restriction, idea restriction from perspective of reality. At last, the paper put out its detailed view on the perfection of legal, the perfection of supervision system in construction projects, as well as corresponding measures of government and industrial associations.
