长江流域水利水电工程管理体制研究-毕业论文.doc

  摘  要 水是基础性的自然资源和战略性的经济资源，水利是国民经济的重要基础设施， 是实现可持续发展的重要物质基础。加快开发利用长江上游干支流水力资源是国家 赋予中国长江三峡工程开发总公司（以下简称“中国三峡总公司”）的历史使命，中 国三峡总公司将全面负责长江干流三峡梯级、重庆河段梯级和金沙江下游梯级水 利水电工程的建设和经营管理。大型水电工程开发与运营是中国三峡总公司的核心 业务，也是优势所在，是支撑中国三峡总公司可持续发展的重中之重。 本论文以企业管理的系统原理、人本原理、效益原理以及核心竞争力原理为指 导，以长江流域水利水电工程的建设与运行管理体制现状为基础，在对中国三峡总 公司发展战略及长江流域水利水电工程资产特性客观分析后，构建了长江流域水利 水电工程的管理体制的基本框架，并重点研究了长江流域水利水电工程统一运行管 理新模式。 本文对水利水电工程的资产划分提出了可操作性的方法，并将长江流域水利水 电工程分为纯公益性和准公益性两类，纯公益性水利工程的管理体制主要采取管养 分离的方法，准公益性水利工程管理体制是本文重点研究对象，从建立市场化的现 代企业的管理体制方面研究。长江流域水利工程建设和运行是一项系统工程，通过 水利工程“建管结合、无缝交接”、流域化检修以及梯级调度，系统内部各组成要素 的有机联系机制协调、协同与整合内外部资源，不仅可优化调度水力资源，还将使 各水利工程运行期的人力、资金、设备等资源实现共享，减少运行成本，使协同和 整合后的资源达到“1+12”的效果，从而整体提高经济与社会效益。 关键词：长江流域水利工程，管理体制，建管结合，流域化检修，梯级调度 I ABSTRACT Water is the basic natural resource and strategic economic resource, water conservancy is an important infrastructure of national economic and an important material foundation to achieve sustainable development. To speed up the exploitation and utilization of the upper reaches of the Yangtze River’s water resources is the historic mission that given to the China Yangtze River Three Gorges Project Exploitation Corporation by the country （ Hereinafter referred to as China Three Gorges Corporation）, China Three Gorges Corporation will have overall responsibility for the construction and management of the Yangtze River’s three gorges cascade, Chongqingsection and the lower cascade of the Jinshajiang River water conservancy andhydropower project. Exploitation and operation of large-scale hydropower project is China Three Gorges Corporations core business, which are also its advantage and the top priority to support China Three Gorges Corporation’s sustainable development.
