Fixed assets investment which is cu ently concent ated on capital - intensive and esou ce- intensive indust ies inc eases too fast and needs to be hampe ed. Low level and epeated const uction in the field of steel and auto needs to be stopped. The e is too much and excessive const uction in developing zone which needs to be cont olled. The task and mechanism of economic st uctu e adjustment changes and the apid development t end of heavy and chemical indust y b ings the oppo tunity to west a eas. The selection of st ategic indust y should take advantage of labo fo ce to solve the p oblem of esou ce sho tage and to ealize mode nization of national defence.
