Rediscovering vocational education Noel OConnor School of Hotel, Tourism Catering Management, Dublin Institute of Technology, Cathal Brugha Street, Dublin 1, Ireland Defining vocational education The beginnings of vocational education in Ireland may be traced to the introduction of the Technical Instruction Acts of 1891 and 1899. These Acts gave local authorities the power to introduce courses in commerce and technical instruction. The Vocational Education Act of 1930 established the basic structure for vocational education in Ireland. Thirty eight Vocational Education Committees were established with the authority to provide vocatio- nal and practical education in their respective areas. The definitions that have been applied to vocational education down through the decades have been a significant factor in influencing its social and philosophical foun- dations. Such definitions have given vocational education meaning and substance. The Smith-Hughes Educational Act 1917 , in the USA was the first national act in the USA to designate government finance to vocational education.
