“绿色奥运清洁发展”主题论坛 组织环境目标管理问题的研究 乔梁 1 孙玉平 2 陈 锴 3 陈未杰4 曾新榕5 1、2 、5 北京中大华远认证中心 北京 100833 ；3、4 北京工商大学 北京 100037 摘 要：本文在介绍目标管理的基本原则和实施步骤的基础上，将目标管理思想引入到环境管理领域 中，运用目标管理的理论和方法，分析了环境目标与指标从制定到实施的全过程，提出了环境目标与指标 制定时需要关注的几个问题，分析了影响环境目标实现的因素，指出了环境目标与指标实施时需要关注的 问题，并提出相应的解决对策。本文旨在为组织通过确定环境目标从而实现环境绩效最优提供一种新的方 法和途径。 关键词：目标管理（MBO ） 环境管理 目标制定 目标实施 目标考核 Study on the Management of the Organization’s Environmental Objectives Abstract: On the basis of explaining the principle and implementing steps of the Management by Objectives (MBO), this paper introduces the idea of MBO into the field of the environmental management. It analyzes the whole process from formulating to carrying out the environmental objectives and targets by using the theory and method of MOB and puts forward several questions for concern when formulating the environmental objectives and targets. It also analyzes the factors that may be of great importance in influencing the realization of the environmental objectives and points out the questions for concern when carrying out the environmental objectives and targets. And finally, the paper gives the countermeasures dealing with theses problems. It aims to provide a new method and approach for organizations to realize their environmental performance to the full extent by defining the environmental objectives.
