Abstract:Japan began to develop the sports for all in 1960s. It experienced two stages to develop the
sports for all, developing social sports and developing lifelong sports. During the stage of developing
social sports, they promote the national movement to strengthen energy and put the medium and long
- term plan into effect to develop the social sports. In thisstage, Japan dedicate to improving the en-
vironment where people taking part in daily sports, especially in improving the public sports facilities.
