大连海事大学 毕 业 论 文 二○一四年六月 综合运输背景下的交通运输管理体制改革研究 专业班级： 公共管理1班 姓 名： 赵彤阳 指导教师： 马晓雪 公共管理与人文学院 摘 要 随着30年来我国交通运输体制改革，我国的交通运输业取得了较大发展，交通运输业的进步支撑了我国国民经济30多年的快速增长和社会的进步。但目前仍然存在交通拥堵、安全堪忧、能源高耗、污染严重、用地超标、国企亏损、债务繁重、市场失序、政府错位等重大问题。事实表明，我国现行的交通体制已不适应社会主义市场经济发展需要，必须通过改革，废除不适应生产力发展的交通管理体制，建立具有中国特色的现代运输管理新体制，才能促进国民经济持续、快速、健康发展。综合交通运输体系广泛采用新技术能够综合协调不同运输方式使得运输的过程统一化。能够有效增加交通运输能力、提高运输效率，缓解交通运输紧张的状况。因此，ABSTRACT With 30 years of Chinas transportation system , Chinas transportation industry has made great development , transportation, support the advancement of the national economy 30 years of rapid growth and social progress. But there are still traffic congestion, safety worrying , high energy consumption and serious pollution , land exceeded, SOE losses , heavy debt , market disorder , dislocation and other major government issues .
