China Communications 电信业自主创新与技术竞争优势的 建立 张静，梁雄健 北京邮电大学经济管理学院，北京 100876 摘 要：促进电信业自主创新是我国自主创新战略的重要内容，然而依托自有技术和知识产权建立可持续发展的竞争 优势是一个复杂的过程，必须将技术价值转变为产品价值并获得市场的认可。本文首先分析了当前国际电信业技术竞争的格 局，然后根据电信业技术竞争的特点，探讨在电信业建立技术竞争优势、在标准战中成为主流技术的影响要素，据此对我国 TD-SCDMA创新过程的经验进行了总结，最后为我国自主创新战略的实施提出了建议。 关键词：自主创新；电信技术；竞争优势；网络外部性 Independent Innovation and Estab- lishment of Technological Competi- tive Advantages in the Telecom In- dustry Zhang Jing, Liang Xiongjian School of Economics and Management, Beijing University of Posts and Telecommunications, Beijing 100876, China Abstract: To promote independent innovations in the telecom industry is an important part of the na- tional strategy for independent innovation of China. But it is a complicated process to establish sustain- able competitive advantages based on proprietary technologies and intellectual property rights, in which technological value must be converted into product value and get accepted by the market. This paper first analyzes the current status of international competition in the ICT field. Then the elements influencing the establishment of technological competitive advantages and the selection of dominant technologies are discussed with the consideration of the characteristics of the telecom industry. The experience from the development of TD-SCDMA is summarized according to the elements. And finally suggestions for imple- menting independent innovation strategy of are proposed.
