城市轨道交通建设模式与措施

摘 要:为保障中国城市机道交通事业的可持续发展，系统分析了国际城市轨道交通建设经验，研
究T其融资结构和运营模式，在深入调查基拙上，运用定童与定性分析方法，研究T中国城市轨道
交通建设中遇到的问题，可采用的投触资模式与运营策略，并以沈阳市执道交通建设为例进行了分
析。研究结果表明:城市执道交通建设模式可分为3个阶段，中国大多数城市处于第1阶段，应充
分借鉴各国建设经验，发挥后发优势;加强政府主导作用，逐步引入社会资本，扩大城市执道交通建
设的融资果道，建立高效、经济的城市轨道交通建设模式。

Abstract:InordertoensurethesustainabledevelopmentofurbanrailtransitinChina,the
constructionexperiencesofinternationalurbanrailtransitweresummarized,theirfinancing
structuresandoperationmodeswerestudied.TakingShenyangCityasanexample,thepotential
problems,financingandoperationstrategiesinthedevelopmentofurbanrailtransitinChina
wereanalyzedbyusingquantitativeandqualitativeanalysismethods.Analysisresultshowsthat
theconstructionmodesofurbanrailtransitcanbedividedintothreestages,themodesofmost
citiesinChinaareinthefirststage,itisvaluabletolearninternationalexistingexperiencesto
exploittheiradvantages.Thegovernmentshoulddominateinthedevelopmentoflocalurbanrail
construction，itshouldbeopenedgraduallytosocialcapitaltosupportthefurtherdevelopmentof
railconstructionandachieveanefficientandeconomicaldevelopmentmode.2tabs，11refs.
