南昌市城市社区卫生服务体系建设的研究.pdf

摘要 摘要 社区卫生服务是城市卫生工作的重要组成部分，是实现人人享有初级卫生 保健目标的基础环节，是构建新型城市卫生服务体系的基础。为社区居民提供 安全、有效、便捷、经济的公共卫生服务和基本医疗服务，是深化城市医药卫 生体制改革、有效缓解城市居民看病难、看病贵问题的重要举措。大力发展社 区卫生服务，是在政府领导、社区参与、上级卫生机构指导下，构建以社区公 共卫生服务为基础，社区卫生服务机构与医院和预防保健机构分工合理、协作 密切的多渠道、广覆盖的新型城市社区卫生服务体系，进而推动城市医疗卫生 体制的改革。在最低的社会摩擦性成本和社会变动成本下，通过社区卫生服务 模式的建立与完善，进而实现公共卫生医疗服务体制和机制整体改变。 本课题借鉴国内外的政治、经济和公共管理理论与方法，从探讨我国城市 社区卫生服务体系基本概念出发，研究南昌城市社区卫生服务体系建设的实际 情况，通过描述和分析南昌城市社区卫生服务体系机制运行状况，对社区卫生 服务体系运行机制目前存在的问题进行探析，旨在为南昌加快完善社区卫生服 务体系的公共政策提供理论依据，从而促进南昌市城市社区卫生服务的健康持 续发展。 本文提出社区卫生服务模式的有效解决突进，对如何实现社区卫生服务“六 位一体功能进行初步探讨，在利于广大居民在了解并有效利用社区卫生服务 的同时，为政府合理规划南昌卫生资源包括卫生资金、医疗技术、诊疗设备以 及医疗技术人员的分配提供建议，指出政府在社区卫生服务功能实现中应该承 担的作用，为构建和谐的医疗服务体系提供理论依据。从而大大提高医疗卫生 服务的公平性和服务效率，实现基本公共卫生服务均等化。 关键词：南昌市，社区卫生服务，建设 Abstract ABSTRACT The healthservicesinurbanhealthworkan of community important part universalto health the access care of basic to achieving primary objectives HI避is buildanewurbanhealthservice foundationfor residentsto system community andeconomical safe，effective，convenient healthservicesandbasic provide public medical urbanmedical to andhealth to alleviate services，is deepen systemeffectively theurbanmedicalcaredifficultand issues effortsto expensiveimportantstep．Great healthserviceisinthe developcommunity government the of levelhealth involvement，’underguidance institutions，build higher health healthservicesand community-basedpublic services，community preventive healthcareand institutionaldivisionoflaboris close hospital reasonable，in collaboration、Ⅳith new ofurban health multi-channel，widetype coverage community service the urbanmedicalandhealth reform．Inthe system,therebypromoting system lowestsocialcostsandsocial infrictional the changes costs，throughcommunity healthservicemodel astorealize andmechanismfor changes，S0 system change． This onrelevanttheoriesandmethodsathomeand topicdrawing abroad，from healthservice inthe actual Nanchang，urbancommunity system situation，through and of mechanismofurban health descriptionanalysisNanchan
