On Sept 12，the State Council announced what China Daily called Chinas “toughest(最严厉的)ever”anti-pollution measures in its Airborne Pollution Prevention and Control Action Plan(2013～17)． According to the plan,338 cities will be required to cut down the density of PM10 by at least 10 percent by 2017 from levels measured in 2012.In key④ areas of the country，the regulations are even stricter.For instance，the Beijing-Tianjin-Hebei regional cluster(集群)will be required to cut down PM2.5 density by 25 percent. “This is a tough task，”said Wang Jian，deputy head of the Pollution Prevention and Control Department of the Environmental Protection Ministry，in an interview with China Daily. “Cities have to take into consideration economic development while dealing with air pollution，”Wang added. To make the dream of green development come true，Beijing is taking the lead. With car emissions(排放)accounting for one-third of PM2.5 in the city，Beijing，along with Shanghai，will ask cars to pay extra money to drive in the city center，a measure that will limit driving in cities，China Daily reported.Also，starting next year，the number of car registrations (注册)will be reduced. To lower PM2.5 emissions from factories，Beijing will close companies that pollute, such as steel plants.If they arent closed，heavily-polluting companies will have to buy water and electricity at higher prices.
