摘要 : 以可持续发展战略为指导 ,站在市场经济的角度 ,运用西方经济学和新制度经济学的原理 ,分析指出鄱
阳湖湿地资源保护与合理开发利用的经济本质是实现湿地资源的有效配置 ,并从理论上探讨了产生鄱阳湖
湿地问题的制度根源 ———市场和政府配置湿地资源手段失灵 ,提出了解决鄱阳湖湿地问题必须进行制度创
新的切入点 ,即构建绿色经济制度 。

A Study on Institutional Innovation in Sustainable Development
of the Wetlands Resources of Poyang Lake

Abstract : Based on strategies of sustainable development , this article , viewing problems from market
economic aspect and using theories of western economics and new institutional economics , firstly points out
that the economic essence of conservation and rational development and utilization of wetlands resources of
Poyang Lake is to effectively allocate the wetlands resources , then approachs the institutional cause of the
problems of Poyang Lake ’s wetlands in theory - the deficiency of means of wetlands resources by market
and government , and finally points out the cut - in point to resolve the problems of Poyang Lake ’s wetlands
- establishment of institution of green economy.
