To meet the actual needs of E-government knowledge management, such as the integration of heterogeneous knowledge, the intelligent decision-making and the personalized service etc, the model is constituted by multi-agents, which cooperates with each other to provide the service of the heterogeneous knowledge integration, the knowledge push and the knowledge application and so on. And some key technique that about the realization of the system model is introduced.
