SPEECH IN CHINA - SUMMARY OF CONTENT 中国讲稿—内容摘要 (1) This speech sets out for you an analysis as to why China has achieved such phenomenal growth rates over the last thirty years. 这演讲主要目的是為大家分析为什么中国過去近30年来能达到这样显著的經濟成长率。 The huge economic success which China has attained has been something of a puzzle in the West. Originally, much was attributed to low labour costs, but wages in China have risen hugely over the last 30 years, yet the boom still continues. Then we were told that Chinas expansion could not last because the economy would overheat. Perhaps it did, but the high growth rate was still maintained. Other people attributed your success to levels of social and economic discipline which was supposedly lacking in the West, or the absence of western style democracy, which would have allowed dissent to get in the way of economic progress. China has had high levels of social cohesion and not much democracy as we in the West understand it for centuries, however, without much economic growth until about 1970. What changed then? 中国以往的巨大的经济成就、一直是西方人的不解之謎。起先是認為這是因為中國的人工成本低廉所致、但是過去30年来，雖然中国的工资大幅盤升、但是卻仍然能夠继续維持經濟景气。有人雖然認為，如果经济过热、中国經濟就不可能持续扩展。這或许是有这样的情況，但是卻並不影響中國经济仍然能维持高成长率。 又有人認為，中国成功是由於具備西方所缺少的社会和经济纪律。或許是因為没有西方式的民主，不會因為容许异议份子，而阻碍了经济的进展。 然而，西方人會質疑認為，中国几世纪来雖然一直有高水平的社会内聚力，並且沒有民主，為何直到1970年经济才有增长。然后這又造成什么的改变？ (2) As we all know, there were reforms then first in agriculture and then in industry and commerce. Why were they so exceptionally fruitful in China compared to many other places in the world? I think I can tell you the answer.
