BOT融资模式在高速公路建设中的 应用和对策研究 摘 要 伴随我国综合国力的逐渐增强，经济发展迅速，现有的基础设施建设水平很难与经济发展的要求相适应的。完善社会基础设施成为我国政府必须解决的重要问题。人民生活质量的提高使得私家车的拥有量日益增多，出行便利的同时对高速公路的需求也逐渐加大。高速公路作为重要的基础设施，成为政府首要的建设目标。而基础设施的建设往往需要大量的资金，高速公路的建设尤为突出，工期长，资金巨大成为建设高速公路的两大特点。政府的资金短缺，往往会导致许多本应立即建设的工程出现停滞和推后，既不能满足人们的需要，又使得政府出现有心无力的尴尬局面。在当前公路建设中，除了政府财政投资，国内银行贷款和积极寻求国际金融组织和外国政府贷款的使用之外，也可以拓展其他的融资渠道，进行充分利用。 BOT (Build-Operate-Transfer)融资模式则提供了一种新的融资途径，成为了解决政府建设基础设施项目财政短缺的优选方案。BOT融资模式因其可以解决政府资金短缺这一重要问题而在我国基础设施建设中广为应用，在许多高速公路的建设中也起到了重要的作用。 本文以我国高速公路中BOT融资模式为基础，具体研究了在我国高速公路的建设中BOT融资模式的优势和可能出现的风险，并对在BOT融资模式下的利益相关方所签订合同进行风险规避分析。运用层次分析法(Analytic Hierarchy Process)进行数学模型的建立和风险分析，对BOT融资模式在我国高速公路建设中的经济影响和潜在风险进行了数学化评价，结合BOT融资模式中的各方合同进行分析和风险规避研究，给BOT融资模式在我国高速公路建设中的应用提供参考。 BOT融资模式 高速公路 层次分析法 风险分析 BOT Financing in Highway Projects and Its Applications ABSTRACT With the increase of China’s comprehensive national strength and people’s living standards, infrastructure is strongly demanded by the people in this country. Improving social infrastructure becomes a vital issue to be solved for our government. For the past few years, China’s rapid economic growth stimulated automobile consumption, with surely the corresponding highway construction is in desperately need. As one of the most important infrastructure, highway construction is put on top of government agenda. However, a huge amount of money have to be pumped in for the project launching while the return of investment may last for a long time. The fund shortage often leads project suspension or delay which makes people are not satisfied and pushes government into a tough situation. In addition to conventional financing mode such as governmental investment, domestic bank loan, international finance corporation or foreign governmental financing, people are exploring new way to better raise and use money.
