With the phenomenal advances of wireless communication and broadband technologies, demand of the market gets large, and all kinds of operations based on smart phone would greatly facilitate people’s life. At present, mobile communication network covers a wide scope, using mobile phone as the terminal of video monitoring system will really realize video monitoring anytime, anywhere. Problems need to be resolved The content mainly includes the design and implementation of UI, session control, network transmission, video encoding and decoding, video displaying, remote control, and system testing. Not like computers, mobiles have limited power-supply and computing capabilities, receiving and processing of video signals should take its limited resource into consideration. And the implementation at application layer should match with services that lower layers can provide, such as OS (operating system). Possible software tools and methodologies Operating System symbian Platform J2ME Session and Transmission Protocols SIP (Session Initiation Protocol) RTP and HTTP (TCP UDP) Development Environment Eclipse (Java) Image Coding Standard H.264 Project outcomes Design and implementation of video monitoring system at terminal (smart phone) and back-stage management system, who work well with the video collection end.
