中国初级卫生保健 年 月第 卷第 期（总第 期） 2012 6 26 6 318 医疗卫生机构应急能力提升研究 ① ① ① 易绍海 ， 罗良德 ， 徐成银 摘 要 目的 探讨医疗卫生机构能力建设， 提升县、 乡二级医疗卫生机构应急处置能力。 方法 在对县、 乡二级医疗卫生机 构卫生应急能力进行调查的基础上 归纳总结应急能力建设中存在的突出问题， 并提出探索性建议。 结果 县、 乡二级医疗 , 卫生机构应急能力建设中存在的主要问题为投入不足、 卫生人才匮乏和卫生应急保障制度不健全。 结论 必须通过创新机制、 增加专项投入、 建立统一和规范的卫生应急职能机构等一系列的保障措施， 着力提升卫生应急综合能力。 关键词 医疗卫生机构； 应急能力； 提升； 思考 [ 中图分类号] R197 [文献标识码] B [文章编号] 1001-568X(2012)06-0031-03 County-level Emergency Medical and Health Institutions to Enhance the Thinking Ability/YI Shao-hai, LUO Liang-de ， LI Cheng-yin//Chinese Primary Health Care, 2012, 26 (6) ： 31-33 Abstract OBJECTIVE To investigate the capacity of medical and health institutions, health care institutions to enhance the county two emergency response capacity. METHODS In two of the county health emergency response capacity of health institutions on the basis of the investigation, summarized the emergency capacity of the outstanding issues and put forward suggestions to explore. RESULTS The two county emergency medical and health institutions in capacity building of the main problems of inadequate investment, lack of health personnel, emergency health security system is not perfect. CONCLUSION must be innovative mechanisms to increase the special investment, the establishment of a unified, standardized health emergency functions of the body and a series of security measures, efforts to enhance the comprehensive capacity of health emergency.
