基于城乡统筹的小城镇发展潜力评价研究 ——以青岛市为例 纪爱华 （青岛理工大学建筑学院，山东青岛 266033 ） 摘要：小城镇在城乡统筹发展中担承着重要的作用，特别是具有较大发展潜力的重点小城镇。针对当前青岛市小 城镇发展的实际情况，基于城乡统筹发展理论对小城镇发展潜力评价方法进行了有益的探索，构建了一套适宜于 青岛市小城镇发展潜力评价的指标体系，采用多因素加权综合计分模型，得到各个小城镇的发展潜力指数，并对 青岛市的小城镇的发展潜力进行了等级划分，共分为四级，第一级为发展潜力最高的乡镇也即为重点小城镇，第 四级为发展潜力最小的乡镇，第二、三级小城镇为发展能力居中的小城镇。最后提出了发展建议。 关键词：城乡统筹；指标体系构建；发展潜力；小城镇；青岛市 The Construction of Town Development Potential Evaluation System under the Urban Rural Integration on Backgrounds ——A Case of Qingdao City JI Aihua (Architecture Institute of Qingdao Technological University, Qingdao 266033, Shandong, China) Abstract ：The small towns play an important role in the urban-rural integration especially the towns have better development potential. It is a beneficial exploration to establish methods of evaluation of development potential in small towns ．This paper constructed a set of index system of composite evaluation of development potential in small towns and used the method of mul-factored composite evaluation and got “F” which is the index of development potentia1.The towns were graded according to size of “F” ．They are divided into four levels, the first level is the highest potential for development of the towns are also focused on small towns, the fourth level is the development potential of the smallest towns. At last ，some advices are given on how to accelerate the development in these small towns. Keywords：the urban －rural integration ，composite
