中国农学通报 2010,26(18):433-437 Chinese Agricultural Science Bulletin 中国农村土地承包经营权流转问题研究 ——以河南省为例 秦文佳，江 辉 （河南农业大学资源与环境学院，郑州450002 ） 摘 要：农村土地流转是市场经济发展新阶段优化土地资源配置的迫切需要，对促进农业发展，维护农村 稳定，增加农民收入起到积极作用；笔者在对河南若干地区进行选择区域性实地调查的基础上，分析了 农村土地承包经营权流转的现状；研究了土地流转中存在的流转手续不健全、流转形式单一、规模化经 营程度不高等诸多问题，并对问题背后深层次的原因进行了探讨提出了强化流转规范化管理、加快农村 劳动力转移等若干对策，为完善农村土地流转制度提供了参考依据；土地流转机制的完善，土地法制的 健全，在提高农民收益、保障农民权益上有了很大程度提高，对国民经济发展起到促进作用。 关键词：土地流转；土地制度；规模化经营；劳动力转移 中图分类号：F321.1 文献标志码：A 论文编号：2010-0934 Research on the Transfer of Rural Land Use Rights in China ——Case study of Henan Province Qin Wenjia, Jiang Hui (College of Resources and Environment, Henan Agricultural University, Zhengzhou 450002) Abstract: The transfer of rural land is the pressing needs of optimizing allocation of land resource under the new stage of development of social economy. It can stimulate the development of agriculture, maintain the stability of rural areas and increase the income of peasants. In this paper, based on the selective and regional field investigation of some areas in Henan province, the author will analyze the current situation of the transfer of rural land, and give a detailed study on several problems of the transfer, such as incomplete procedure, simple transfer form and low formalization management degree. Furthermore, there will be a discussion on the hidden causes behind these problems. On the basis of it, the authot will propose some counter measures on it in order to offer some references for consummating rural land transfer system, such as strengthen the standardized management of transfer and accelera
