2013届本科生毕业论文（设计） 题目 子长县农村劳动力转移的现状及解决对策 作者姓名 冯奋 指导教师 翁焕民 二级学院 商学院 专 业 人力资源管理 学 号 ZB096125 子长县农村劳动力转移的现状及解决对策 摘 要 农村剩余劳动力，一般说来，是指有劳动意愿并有劳动能力的农村劳动者未能与生产资料在数量或质量上实际充分有效地结合而处于部分闲置状态的农村人口，由于这一群体没有任何实质性的工作，所以称为剩余劳动力。农村剩余劳动力转移是指农村劳动力从土地上分离出来，向非农业劳动力转化的劳动力资源再配置、实现劳动力充分就业的过程。 由于我国人多地少，农村人均耕地少，加之粮食价格偏低，因此外出务工的青壮年农民越来越多农民增收的重要渠道也成为加快社会主义新农村建设推动城乡经济发展的必由之路。以增加农民收入为出发点,以发展生产力、扩大农村劳动力就业、推进城乡一体化、提高人民群众生活水平为目标,坚持就地转移与劳务输出同步就业与创业并重大力开展农村劳动力培训积极组织劳务输出为加快农村经济发展作出了应有贡献 Abstract Surplus rural labor force generally refers to the partly idle rural population who has the will and ability to work but can’t fully and effectively combine themselves with productive resources in quantity or quality. This group is called surplus rural labor force because that they have no substantial job. Surplus rural labor force transformation means that rural labor force separate from soil to non-agricultural labor force to achieve labor resource reallocation and fully employment We have a large population with relatively less arable land and per capita land is little in rural areas. Moreover, grain price is relatively low. Thus, more and more young farmers go out to find jobs, which has become an important channel to increase their income and the only road to speed up the construction of new socialist countryside and to promote the economic development of urban and rural areas. The article takes the rural labor force transformation in Zichang county as an example and its starting point is to increase farmers’ income .The goal is to develop productive forces, expand employment , promote the integration of urban and rural areas and to improve farmer’ living standards. It insists that the local transformation synchronize with labor export, pay equal attention to both employment and entrepreneurship, carry out the rural labor force training vigorously and organize the export of labor actively to make due contribution to accelerate the development of the rural econ
