Up to now, many scholars always assume that the product is homogeneous before en- terprises carrying out technical innovation. his research promotes the condition toward the realization. he authors think that the rent spillover is the condition of innovative firms achieving the maximal private profit. But the existence of rent spillover also produces the social profit which is different from the private profit. As the investment level of maximizing private profit is different from that of maximizing social prof- it, thus induce that the actual investment of technical innovation often could not satisfy the condition which makes both private profit maximiged and social profit maximized at the same time.
