The im plementing strategies for local governments of China to measure their performance are proposed the technique ought to be improved based upon thepresent practiceof measuring government performance; themechanism and in dicators for evaluating performance need to be redesigned by coordinating stakeholders; an internal performance management system is necessary to be adopted by drawing on the advanced management technique; and the behav iors of legislating and policyformulating need to be strengthened to support allthemeasuring activities in the field of publicmanagement of China. ey words scientific development viewpoint; government performance; performancemeasurement [3] ,
