Method: We analyzed the basic human resoures data using descriptive analysis, variance test, LSD, DunnettT 3 , nonparametric rank sum test statistics and the chi square test. Results: The overall nursing allocation level in Pudong New Area community was low. The nurses in rural, suburban nurses tended to be young. The nurses with high educational background and professional title were scarce, especially in rural and suburban areas. There were a large percentage of contract nurses.
