中文摘要 摘 要 创新是一个民族进步的灵魂，是一个国家兴旺发达的不竭动力，也是一个政 党永葆生机的源泉。国家公务员担负着国家行政管理的重要职能，其创新能力的 高低直接影响政府决策的水平，决定国家行政管理的发展。在复杂多变的知识经 济时代，在建设“创新型国家”的重大发展战略下，公务员必须与时俱进，开拓 创新，不断进步。 目前，国内外文献多是借鉴心理学、创造学等方面的知识，对企业科技人员 和学生的创新能力进行研究，立足于公务员这一主体的研究较少，特别是对公务 员创新能力的评价标准和测评方法的研究更是相当匮乏。本文立足于公共部门人 力资源开发的实际，综合运用了管理学、心理学、创造学、统计学等方面的知识， 通过文献分析、问卷调查、个别访谈等方法，对影响公务员创新能力的因素、评 价公务员创新能力的指标、每个指标赋予的权重、运用指标体系进行公务员创新 能力测评的方法等进行了研究，得出了以下结论： 第一，影响公务员创新能力的因素主要包括自我因素和环境因素两大方面。 第二，评价公务员的创新能力，可以用创新素质、创新精神、创新技能、创 新成果4 个一级指标和16 个二级指标组成，每个指标都占有相应的权重。 第三，运用构建的评价指标体系，通过上级、同事和自我的评价，可以对公 务员的创新能力进行综合评价，并可应用模糊综合评判法实现定性评价向定量评 价的过渡。 第四，要开发和提高公务员的创新能力，可以从组织文化、工作目标、创新 培训、激励机制、团队建设、自我开发等方面采取相应的措施。 关键词：公务员，创新能力，评价指标体系，开发策略 I 英文摘要 ABSTRACT Innovation is the soul of a nation’s progress, the motive force of a countrys development, and the source of a party to keep vitality. The civil servant is obliged with the fulfillment of the important duty on public administration, so their innovation ability influences the decision of the government and the development of national administration. In the complicated and changeable era of knowledge economy, the civil servant should keep up with the step of the great development strategy to build “the innovative country”and become creative.
