摘 要 研究生教育作为高等教育的最高阶段，在促进国家经济发展和国际地位提高 方面起着重要的作用。在高等教育大众化和高等教育市场化的影响下，我国的研 究生教育规模也在扩张，这在某种程度上满足了社会发展对高层次人才的需求， 但研究生教育当中存在的质量问题也日益凸现，为了提高研究生教育质量，应确 立人才培养在高校工作中的中心地位，加强高校内部培养环节的质量保障，实行 过程管理。当前，我国高校办学自主权不能得到充分体现、对高校管理的评估指 标体系单一等方面的问题影响了高校的发展。研究生教育质量由于受生源质量下 降、课程体系建设不科学、导师队伍建设质量下降、研究生个人学习投入不足等 因素的影响，出现了质量下滑的趋势。在加上新时期社会环境的变化，我国的研 究生教育面临着巨大的挑战。同时，我国对研究生教育质量的管理与评估仅是静 态结果的，基于过程质量管理的探索还很少。在借鉴国外经验的基础上，提出了 过程质量观的管理理念，并论证其可行性，提出应树立科学的人才培养观念，在 高校内部从招生质量保障入手，做好师资保障、学科建设保障、教学保障、教育 教学物质质量保障、输出质量保障等环节的质量保障工作。从过程质量观视角构 建研究生教育质量内部保障体系，并在高校内部形成研究生质量文化，促进研究 生教育质量提高。 关键词：研究生教育质量； 过程质量观； 质量管理 I Abstract The graduate education is the highest level in higher education. It plays an important role in promoting the development of national economy and raising the international status. In recent years, with the popularization and marketization of higher education, the postgraduate education scale of our country is also expanding, which to some degree to meet the demand of high level talents in social development, but the quality problem of graduate education become more and more clear. In order to improve the quality of graduate education, we should establish the centre position of universities in the work of training senior talents, strengthen the quality assurance of the internal training links of universities and take processing management. At present, the problems that the autonomy of the university cannot be fully reflected and the single assessment index system affect the development of universities. As a result of the decline of the quality of students, unscientific curriculum system construction, the decline of mentor team building, a lack of learning time and quality of graduate students and so on, the quality of the Graduate Eduacation is declining.
