摘 要 预算管理信息系统 Budget Management Information System, BMIS 是企业管理 信息系统 Management Information System, MIS中最重要的子系统之一 是企 业管理信息系统的核心及综合反映 它综合反映企业生产 供应 销售 人 财 物等各方面的状况 企业组织的全部成员都在很大范围内参与预算相关数据的产生 过程 企业每一项管理活动都在一定程度上利用预算管理信息系统 BMIS 作为MIS 的一个子集 与MIS 的其他子系统有着密切的信息交互关系 并共同实现企业管理 目标 本文从MIS 系统开发方法的角度 系统的探讨了预算管理信息系统的工程背景 系统需求分析 系统设计等系统开发的要素 并对工作流管理的思想和实现技术及 其在MIS 中的应用进行了研究和总结 BMIS 作为信息系统的一种 其开发方法遵循信息系统的一般原则 同时 作为 实际应用系统的开发 它又必须考虑实际工程建设中的客观条件和要求 本文根据 实际情况确定和应用了合适的开发方法 系统分析和设计是信息系统开发成败的关键 利用软件工程的基本思想和方法 进行系统分析和设计是保证信息系统开发科学性 系统性的重要手段 本文结合预 算管理信息系统的业务范围 数据特点 在本系统开发过程中对各种系统分析和设 计方法进行了综合的运用 完成了各种数据流图 流程分析 数据字典等系统分析 工具制作 同时 遵循结构化系统设计方法的要求 对系统功能划分 E-R 图设计 数据库设计 输入输出设计和系统安全性设计等进行了具体设计 预算管理信息系统中存在大量易变动业务流程操作 因此引入了工作流管理技 术 在对工作流及工作流管理技术理论介绍的基础上 详细的给出了BMIS应用工作 流管理技术的具体方法和结构 以及工作流管理技术应用带来的良好效果 关键词 预算管理 MIS软件设计 结构化设计 数据库 工作流管理 I Abstract Budget Manage Information System (BMIS), is the most important sub -system of MIS. It is the core and the comprehensive reflection of the information for enterprise management. BMIS reflects comprehensively the enterprise’s status of production providing sales people finance and materials. All the member of the enterprise take part in the producing of the data for budgeting; all the management activities use the budgeting information. BMIS has close relationship of exchanging information with other system in MIS and they realize the management goal of the enterprise together.
