摘 要 摘 要 为了妥善管理荣誉军人，太行区成立了各级专门的荣军管理机构，使荣军管理工作 得以有序进行，克服了以往荣军工作上无人专管的自流现象。另外太行区成立了荣校作 为培养和教育荣军的机构，在校荣军学习文化知识、政治知识和生产、生活技能，接受 进一步的教育，以便继续为人民服务，其中部分荣军通过专业培训成长为中国共产党领 导下党政军各级优秀业务骨干。太行区在安置退伍荣军进行农业生产时采用了代耕制 度，这一制度的实施起到了改善荣军生活水平、密切荣群关系的作用。1949 年，根据华 北人民政府制定的荣军新方针，太行行署在全区范围内进行了彻底的荣军残废等级检 查，检查中采用“自报公议”的方式，充分发扬了民主，对荣军的残废状况重新给予了 公正、合理的评价，荣军对检查结果普遍感到满意。 关键词 荣军管理 荣校 代耕制度 等级检查 I Abstract Abstract In order to arrange for the Invalides properly in Taihang area,which overcome the phenomenon that nobody managed the Invalides before. In addition,as an institude that educated the Invalides,Rongxiao had set up,where the Invalides could receive further education and learn skills of pruduction and life to go on serving the people.Some of them become excellent bachomes that leared by the Communist Party by receiving specialized training.To arrange for the Invalidies who carried on the gricultural production Taihang area used the Replacing Farming system.This system improved the level of the Invalides’ and closed the relationship between the Invalides and the people. In 1949,according to the new principles formulated by the North China People’s Government, the regin carried out a thorough grade examination of the disabled Invalides by the methed of “Zi Bao Gong Yi”,whichdeveloped the democracy fuly and gave them a just and fair evaluation about the Invalide’s disabled condition .The Invalides was satisfied with the result generally.
