潍坊市峡山区王家庄土地整理项目规划方案评价研究 摘 要 目前，我国的土地整理工作在增加耕地面积、提高耕地质量、改善农村生产 生活条件、提高农业生产能力、拉动农村经济发展等方面已经取得重大成就，但 是在改善农村生态环境、提高农业社会效益、开展土地整理科学研究等方面仍显 不足。制定一套科学合理的土地整理项目规划方案评价指标体系，对项目规划方 案进行综合评价，有助于保障土地整理项目有效实施，有助于提高项目规划质量， 有助于促进土地整理事业的发展，也有助于为政府制定和调整土地整理相关政策 提供科学依据与参考。 本文在对前人的研究观点进行归纳总结的基础上，梳理了土地整理项目规划 和项目规划方案评价的相关理论，概括了土地整理项目规划的目标、依据、内容 和特点。以潍坊市峡山区王家庄土地整理项目为研究对象，选取科学合理的多层 次模糊综合评价方法，构建土地整理项目规划方案评价的3 个准则层和 15 个评 价指标，进行实证研究，并得出以下结论: 第一，土地整理项目规划方案评价是事后综合效益评价的必要补充，开展土 地整理项目规划方案评价很有必要。 第二，提出土地整理项目规划方案评价的经济性评价、社会性评价、生态性 评价三个准则层和土地产出率、原有基础设施利用率、项目投资回收期、新增耕 地面积、增加就业机会、防护林密度、灌溉保证率、防灾抗旱能力、景观美感度 等 15 个评价指标，构成土地整理项目规划方案评价指标体系，选用层次分析法 计算指标权重，并应用多层次模糊综合评判方法对潍坊市峡山区王家庄土地整理 项目进行实证研究。 第三，通过实证研究表明:评判结论与该项目的评审结果一致，证明本文所 选取的评价指标体系和评价方法是科学有效的。 关键词：潍坊市峡山区；规划方案；指标体系；评价研究 Abstract Currently, The land consolidation in China have reached great sucesses in increasing arable land, improving land quality, increasing agricultural production ability, improving rural production and living conditions, pulling the rural economy development. but there are several aspects needs to strengthen:improve the country ecological landseape ，improve agricultural social benefits and streng the research on land consolidation.Developing a set of index system of land consolidation planning scheme evaluation which is scientific and reasonable to evaluate the project plan, helps to implement effective of the project ，improve quality of the planning, promote the development of the land consolidation and provide the scientific basis and reference for the government to develop and coordinate land consolidation policies.
