辽河油田设计院技术创新管理的分析.pdf

摘 要 本论文从辽河油田设计院所处的行业特点、企业的技术现状分析入手，总 结其发展的特点和规律。在对该院技术创新管理现状进行深入调研的基础上， 针对该院典型案例，并借鉴国内外同行在技术创新管理方面的成功经验，运用 有关技术管理、战略管理、人力资源管理、营销等管理理论，以加强创新过程 管理一项目实施管理为主题，以创新立项、信息收集、项目过程管理、创新成 果市场化以及人才、资金等资源保障体系的建设为主线，探究了改善辽河设计 院技术创新管理的方法与途径。 通过研究，笔者认为，设计院在技术创新管理中应在明确技术创新方向、 突出主营业务、培育设计院的核心技术基础上，不断完善技术创新管理体系: 以项目管理为主要形式，完善项目管理责任制;应根据企业自身技术创新特点 以及服务对象特点，理顺技术创新过程链，建立合理的创新源管理机制，调整 调研活动的组织流程，加强立项管理和研发管理，促进创新成果的转化推广: 需不断完善技术创新保障体系，建立有效的激励制度，建立创新人才培养机制， 不断优化创新队伍结构，营造人才发展的组织氛围;建立科学的信息系统，充 分利用信息手段，随时掌握行业最新技术现状及发展趋势，减少项目的盲目性 和重复性:建立合理的资金管理制度，加大技术创新投入和合理使用;加强技 术管理，为创新顺利进行提供技术资源。 关键词:技术创新;创新管理;项目管理 Abstract Thestudyofthetechnologyofdesignfieldandthesituationofthemanagement oftechnologyinnovationoftheSurveyDesignResearchInstituteofLiaoHeOil Fieldisdonefirstly.Anditalsotakesgreatadvantageoflotsofsuccessful experiencesoninnovationmanagementindomesticandoverseascienceresearch institutions.Theknowledgeofmanagementofstrategy,managementoftechnology, managementofknowledge,managementofhumanresourceandmanagementof informationareused.Applyingtheprocessoftechnologyinnovationasthemain thread,theinnovationprojectestablishing,informationgathering,managementof theproject，rfuitpopularizing,methodstoimprovethemanagementofinnovation oftheSurveyDesignResearchInstituteofLiaoHeOilFieldareprobed.
