芜湖市第二产业和第三产业协调发展对策研究 摘 要 党的十七大提出要加快转变经济发展方式，推进经济结构战略性调整和产 业结构优化升级，坚持走中国特色新型工业化道路。“十二五规划”中多次提到 了产业结构优化升级，注重重点产业产业结构调整，大力发展服务业推进产业结构优 化。芜湖市在皖江城市带承接产业转移示范区的战略规划机遇中，如何进一步保持经 济又好又快的发展，实现第二产业和第三产业协调发展，成为值得关注的问题。本文 首先产业结构优化的一般理论进行了梳理，然后对发达国家和新兴工业化国家的产业 结构进行分析，论证了第二产业和第三产业协调发展可行性分析和必要性。最后通过 对芜湖市二、三产业发展现状分析，指出了芜湖市二、三产业发展存在的问题，并通 过 SWOT 分析法指出芜湖市第二产业和第三产业协调发展可行性分析和必要性。在上 述研究和分析的基础上提出了宏观战略和具体措施：要加快服务业的发展；坚持土 地资源的节约集约利用，做好规划；在承接产业转移中，不断融合发展二、三 产业，实现工业化和城市化互动发展，二、三产业并重、实现二、三产业对经济发 展的双轮驱动。 关键词： 芜湖市；第二产业；第三产业；协调发展 Research on the Coordinate Development of the Second Industry and Tertiary Industry in Wuhu City Abstract The 17th national Congress of CPC proposes to accelerate the transformation of economic development, promote strategic adjustment of economic structure and upgrade and optimize industrial structure, adhere to the new path of industrialization with Chinese characteristics. Twelfth Five-Year Plan” mentions several times about the optimization and upgrading of industrial structure, focusing on restriction of the key industries, vigorously develop the service sector for optimization of industrial structure. Under the strategic opportunity of “Anhui province city belt industrial transfer undertaking demonstration area” plan , how to further maintain the fast economic development and realize the secondary industry and tertiary industry coordinate development become worthy of concern for Wuhu. This article first arranges the normal theory of industrial structure optimization, and then analyzes the developed and newly industrialized countries of the industrial structure, demonstrating the feasibility and necessity of secondary
