Abstract Abstract The land resource, which can’t be replaced by any other resources, is the basis of the development of economics. According to the international trend, there would be higher requirement for the management of land resource by the growing of economics and society. Under current condition, information technology is now the key factors for enhancing the management and control of land resource. With the development of workflow technology and GIS technology ，we could combine these techniques to construct uniform E-government platform to enhancing the informatization level of land resource. This article studied the E-government with GIS integration, analyzed the E-government platform of land resource management through the integration of data, system, GIS and operation process, and discussed the settlement of operation system based on E-government platform. Other than that, this article also discussed the relationship of operations, the integration on the operation level, the development of database, the functional partition and development of land resource management on the E-government platform on the city and country level based on the research of the city and country level land resource management. The research and study progress in this article are listed as follows: 1. Analysis of the land administration functions on the city and country level and integration on functional phase according to the relationship. 2. Study on the means of data integration and data loading in land resource administration process on city and country level, support the build of the system on this level. 3.The statement of building the framework of land resource administration based on the E-government s
